 ISP Capacity

I have a high-end spec HP lap-top running windows 7 64bit
My ISP is Europa, they maintain I only need 3 gig to have a good viewable TV stream. Unfortunately they could not resolve their problems to supply UK tv down the internet connection, so I have tried alternative sources of supply. Unfortunately I can get good picture quality, but it buffers every minute or so (very frustrating).
I have been informed that I need at least 5 gig to get continuous streaming without buffering.
Can anyone help please as I am getting serious ear ache from my other half who is a soaps fan
